The Radon Credential, From Strong License to None

This post describes how state radon certification and licensing regimes differ, at a high level. Those regimes vary widely from one state to the next and they change, and the specifics for any single state can turn on the exact work you perform. Treat this as general education for business owners, not legal advice — before you rely on any of it, confirm your own state with the agency or program named for radon there, and with counsel who can look at your actual operation.

An owner who has always measured and mitigated in one state learns the answer to one question — what credential do I need to do radon work — and treats it as settled. Then a job appears across a state line, or a referral routes work into a state the owner has never operated in, and the question comes back. Except the answer that got filed away describes exactly one place. Cross the line and the credential is not simply re-issued in a new name. The kind of thing it is has changed.

What makes radon different from most trade-credential questions is that the variation is not chaos. Read enough states side by side and they arrange themselves along one axis: how much of the credential the state builds itself, versus how much it borrows from a national body. Understanding that axis is worth more than memorizing any single state, because it tells you what question to ask when you reach a state you have never worked.

The exam that runs underneath the whole map

Start with the part that barely moves. Two national certifications — NRPP and NRSB — turn up almost everywhere radon work is done, and they are the thread that holds the map together.

They are certifications, not licenses. A national body sets a proficiency standard and an examination behind it, and holding the credential says you cleared that bar. What it does not do, on its own, is authorize you in any particular state, because that authorization is the state’s to grant or withhold. So the national certification is best understood as a floor that the state layer sits on top of — sometimes a thin layer, sometimes a thick one, and in one instructive case, no state layer at all.

Keep that picture in mind as the states move underneath it, because the single most useful thing to know about a new state is not whether it is strict or loose. It is how much it leans on this national floor.

States that build the program end to end

At one end of the axis are the states that run the whole thing themselves.

Pennsylvania is the clearest example, and one of the strongest radon programs in the country. Its Department of Environmental Protection certifies radon testing, radon mitigation, and radon laboratory services under the Radon Certification Act, each at both individual and firm tiers. A business that tests, installs, and runs a lab is looking at a stack of state credentials, issued and administered by the state itself.

Ohio sits at the same end of the axis but makes a revealing choice about the exam. Its Department of Health licenses radon testers, mitigation specialists, mitigation contractors, laboratories, and training providers under its Radon Licensing Program — and it uses state-approved training and examinations as the credential rather than national certification. That is the distinction worth catching: two states can both run a full program, and still differ on whose exam sits underneath it. In Ohio, the state built its own.

States that license on top of the national exam

Move along the axis and the state still issues the credential, but rests it on the national exam rather than writing its own.

Illinois licenses radon measurement and radon mitigation as separate credentials through its Emergency Management Agency, with technician and professional tiers, and it approves national qualifying examinations behind those licenses. So the license is genuinely the state’s, but the proficiency test underneath it is the national one — the state layer and the national floor, clearly stacked and clearly visible.

New Jersey does something similar through its Radon Section, certifying radon measurement and radon mitigation at business, specialist, and technician classes, built on the national NRPP examinations. Notice the shape these two share: a state-issued credential, split by function and by tier, sitting on an exam the state did not write. An owner who holds the national certification is partway there in these states — but only partway, because the state credential is still a separate thing to obtain and maintain.

States that lean on the certificate instead

Further along, the state stops issuing a license of its own and instead points at the national certification directly — either by asking you to register while holding it, or by requiring it outright.

Maine requires anyone performing or advertising radon testing or mitigation to register with the state under the Radon Registration Act, to hold national NRPP or NRSB certification, and to report results. The registration is the state’s involvement; the certification doing the substantive work is national. Virginia goes a step more direct: radon testing and mitigation require current national NRPP or NRSB certification by statute, under Va. Code section 32.1-229.01, overseen by the Department of Health’s Indoor Radon Program. Here the state has essentially adopted the national credential as its requirement rather than building a parallel one.

For an owner, these states carry a specific trap. “The state does not issue a radon license” reads, to a hurried ear, like “the state requires nothing.” In Maine and Virginia that reading is wrong. The requirement is real; it is simply wearing the national certification’s clothes rather than the state’s.

The state that writes no credential at all

At the far end of the axis is genuine absence.

Texas issues no state radon license or certification. Anyone may measure or mitigate radon for compensation without a state credential. The state’s radon program, now run through a university, endorses national NRPP or NRSB certification — but endorsement is not a mandate, and the state is not the party defining who may do the work.

This is the end of the range people misread most confidently, in both directions. Some read it as “nothing matters here,” which ignores that clients, lenders, and the people who price your risk still tend to look for the national certification precisely because the state has left a gap where a credential would otherwise be. Others assume a state credential exists because one existed back home, and advertise a status the state does not actually issue. Both mistakes come from treating absence as if it were just a weaker version of a license, when it is a different situation entirely.

Real-World Scenario: A radon business builds a clean, busy book in a state that licenses both measurement and mitigation and runs its own program. The owner holds every state credential the work touches and never has a problem. A referral then routes a job across a state line, and the owner assumes the credentials travel with the crew. In the new state there may be no state license to hold at all, or a registration the business has not filed, or a statutory mandate to carry a current national certification that quietly lapsed a year ago because the state back home never asked for it. Nothing about the crew, the instruments, or the quality of the work changed between the two jobs. The credential question simply had a different answer in the second state — and the thread most likely to have carried across, the national certification, is the one the owner had stopped thinking about.

That scenario has no incompetence in it, which is exactly why it is worth planning for. The failure is not doing radon work badly. It is assuming that a credential which described one point on the axis described the whole line.

What crosses the state line, and what stays behind

Put the axis to work and a practical rule falls out of it.

The thing most likely to cross a state line with you is the national certification, because it turns up at nearly every point on the range — under the state licenses in Illinois and New Jersey, named directly by Maine and Virginia, and endorsed even by Texas where no state credential exists. The thing least likely to cross is the state credential itself, because that is the layer that rises and falls from state to state. So the disciplined move, every time work reaches a new state, is to treat your national certification as the asset you carry and the state layer as the thing you verify fresh.

Verifying it means finding the agency or program that owns radon in that state and reading the current requirement, because which body owns it is itself a clue: an environmental-protection department, a health department, an emergency-management agency, and a university-run program are four different kinds of home for the question, and each tends to point at a different kind of answer. The lesson is not that any one of these regimes is the right way to credential radon work. Each state made a defensible choice about how much of the program to build itself and how much to borrow. The lesson is that the choices genuinely differ, so the answer you carry in your head describes the state you learned it in — its exact point on the axis — and no other.
